Dover is Delaware's capital, set in the flat farmland of Kent County along the St. Jones River. Route 1, a toll highway, runs north-south along the city's eastern edge, linking Wilmington to the north with Milford and the beaches to the south. US 13, the DuPont Highway, runs parallel through the city as its main commercial strip, lined with shopping centers, restaurants and auto lots. US 113 splits off toward Milford and Georgetown, Route 8 runs west through the city toward the Maryland line, and Route 10 crosses the south side past the air base.
US 13 is the road most people fight, with long stretches of signals, turning traffic and shopping center entrances, and it backs up at rush hour and on weekends. In summer, Route 1 becomes the main artery to the Delaware beaches, and southbound Friday traffic and northbound Sunday traffic can stretch for miles. Downtown, Loockerman Street and the government blocks around Legislative Hall fill with state employees on weekdays. A stall on US 13 or the Route 1 shoulder is a common reason to bring a mechanic to the car once it's somewhere safe.
Dover Air Force Base sits southeast of the city and is a major airlift base, so gate traffic adds to the morning and afternoon rush on Route 1, US 113 and Route 10. DART buses cover the city, but most households drive, and the nearest major airports are in Philadelphia and Baltimore. Twice a year, race weekends at the speedway on the north side bring huge crowds and turn US 13 and Route 1 into parking lots.
